Looking to join the global economy and create a new market for his
products a shoe manufacturer sent a representative from his marketing
department to Africa on a scouting mission. After spending a couple of
days touring the countryside the marketing executive returned to the
office with this report, "There is no potential in Africa, nobody wears
shoes."

The owner of the shoe company was disappointed because he really felt
Africa had growth potential. He decided to send another marketing
executive. Soon the second scout returned to the office. Although the
facts had not changed, the second market analysis was different. What
changed?
